¿Como puedo evoluionar a mis pokemon iniciales?

Hola, como dice el titulo tengo problemas al evolucionar a mis pokemon iniciales, derrote a darkai, tengo a palkia y a dialga, y me dice que no puedo evolucionar :l

Tengo un Riolu al 54 y un Phanpy al 55 (soy riolu).

primero pasa unas cuantas misiones y luego te saldra la opcion para evolucionar

y para evolucionar a riolu necesitas un liston sol y un IQ alto
